FOUNDATIONAL LEARNING INITIATIVE
FOR GOVERNMENT-LED TRANSFORMATION
Catalytic technical assistance for government-led foundational learning reform
What is FLIGHT?
Governments across sub-Saharan Africa are already leading ambitious reforms to improve foundational literacy and numeracy. FLIGHT aligns behind these efforts by connecting Ministries of Education with tailored technical assistance that responds to government priorities, helping address the bottlenecks slowing progress.

Five principles that guide everything we do
Governments define priorities and lead reform. FLIGHT works alongside Ministries of Education to shape technical assistance that strengthens ownership and long-term impact.
FLIGHT connects governments with African expertise. Practical, contextual support helps accelerate reform where it matters most.
Success is measured by better learning outcomes. FLIGHT promotes data and evidence to help translate reform into classroom impact.
FLIGHT helps unblock delivery bottlenecks and mobilise the right expertise at the right time to accelerate government-led reform.

HOW IT WORKS
Supporting governments with political commitment, resources and active work in motion
1
The government submits a light FL Reform Brief outlining their priorities and where catalytic technical assistance could make the biggest difference.
2
FLIGHT works with the government to co-scope how support can be most effectively deployed against those priorities.
3
Together, the government and FLIGHT identify the most relevant technical assistance providers.
4
FLIGHT handles contracting and quality assurance. Governments set objectives and assess performance.
